Someone asked me this and I don't know what to answer them because truth be told, I'm not very clear about kabalah. This person is jewish, but not religious.

I think that depends on how you define Torah and what type of Kabalah you (or the questioner) are referring to.
If Torah is the 5 books, or maybe 24 books. No. If Torah includes all of the Torah Sheb'al Peh that includes not just mishnayos and gemara but medrash and other sefarim as well, yes. However, some contemporary 'kabalah' has a very tenuous connection to torah all together.
