Anyone know where I can find any basic summer skirts under $20?

There's an ad for Junee Jr. on the left hand sidebar.
I sewed basic skirts for DD from ages 2 to 8, because I couldn't find a single thing for her that fit right. I didn't use a pattern, I just made them straight (like a pillow case, sorta) and put elastic in the waist. They cost me maybe $4.00 each, depending on the fabric I chose. Quilting fabric is medium weight cotton, and comes in the cutest patterns you could imagine.

Target. The striped ones, and sometimes they have black. They run long/ ankle length, vs the just-below-the-knee look.

Marks & Spence, landsend, vert baudet, some sites sell uniform skirts that are called long.

Get a larger size and add elastic to the waistband.
Get women's short a-line skirts and take them in. (Thrift stores are your friend for this)
Look at the many a-line and circle skirt tutorials online. These are the easiest.

If you are in brooklyn, the store on 44 and 13 has lots of colors, decent quality for $12
