Should I wear heals to an event with a business casual attire dress code?

If you want to. I work in a business-casual industry, and women wear flats, low heels, or higher heels according to preference. I think a low heel is best for your type of outfit.

I was thinking of wearing shoes that are similar to the Valentino rockstud. Similar style, but not Valentino. Probably 2". Is that ok?

I love those Valentino shoes. Do you normally dress less formally for work as many offices would consider a dress and even lowest heels to be regular attire.
For example, for men it would be khakis and perhaps a nice polo shirt or casual cotton buttoned shirt like in a pattern or plaid. Business casual for women is trickier since it can be a lot of things depending on location and degree of formality in the office.
