In my city you can turn right on red, as long as you make a complete stop, and when clear, turn, like a stop sign.
They put up cameras at some intersections.
They also put a sign that has a picture of a traffic light and says photo enforced.
Under that there is a second sign that says includes right turn.
Does Includes Right Turn mean the same as no turn on right, or that you need to come to a complete stop if not you get a ticket .
This is very confusing, if it means NO TURN ON RED, then it should say NO TURN ON RED.

This is really ambiguous. Look for an explanation on the website for the department of motor vehicles (DMV) or whatever it is called where you live. I found this one from Seattle:

I have friends who have gotten tickets for this.
They warned me B"H.
But are these tickets fare.
The thing is they set the price $2 below the price of court case, so you don't fight the case.
IMO the city is scamming its citizens to generate more revenue.
OH and there are old signs, maybe 20-25yrs., in certain places that do say,
NO TURN ON RED, which is clear to understand.
The city also put up signs for pedestrian crosswalks. There suppose to mean that the driver is suppose to stop and let the pedestrian cross. The problem is they put the same signs by traffic lights as well. There has already been one death because of this. The poor lady, that evening was her grand-daughter's wedding.
