why do we say the king is in the field ... isn't Hashem always here, there & everywhere ?

Just like in the three weeks we feel the hester panim more strongly, in Elul we feel closeness that much more easily. It's like we're being graded on a curve. It's that much easier to come closer if we make the effort.
Here's a real-life moshol I heard this morning. A rav was hiring a singer for a benefit. The singer offered to do it for free but said that he did need a certain band and microphone. The rav said, it's ok, the people coming will be fine. But the singer said that they're paying to hear him and he does best with this band and mic, so he really needed it.
Imagine doing teshuva. Then imagine if we're given a head start by being given all the accoutrements we need. I don't know how it works but everything I've learned is along the lines of what a head start we're given. It's a balance. On one hand, it's a serious time, even "fish used to tremble." OTOH, we go from the three weeks to this period of great love and closeness, of the distance between us and the RBSh"O shortened, if you will. I think our avodah at this point in time is to let ourselves feel the love.
