I am looking for a book /sefer for to study with someone who is a history major, is very interested in cultural differences between ashkenazi/sefardi; how menhagim developed; etc.
Any ideas?

It's a Hebrew sefer. I don't know if it's been translated into English or not.

Ideally I want something we can both follow along together.
Also, I am not perfect in Hebrew so English is good for me too.

Ken Spiro is a highly educated, frum historian who writes about Jewish history. I don't know if he has a book you could learn with her from but it is a good place to far more info. He has a presentation called World Perfect about the Jewish impact on civilization, can be very inspiring. Good luck! And good for you for learning with a partner!

DH is very interested in this topic so I asked him for a recommendation. He has researched development of minhagim of different societies in depth in a lot of different sources. He suggests Eric zimmer's Olam Keminhago Noheg. That is a direct copy+paste of his entire email so I can't provide any more detail
