Any advice?
The meat they have that's labeled pepper steak is so tough, it's like eating cardboard. I'm looking for something that will hold up well to being cooked quickly, (basically stir fried) like pepper steak is, and that isn't a fortune. Does such a thing exist?

The meat labeled pepper steak actually needs to be cooked low and slow, for a long time 
If you want something quick, skirt steak strips are great but expensive and salty.
You can also try London broil cut into strips. It wouldn't be as chewy as pepper steak and if only cooked briefly and eaten soon after should be good.

This. I let my pepper steak simmer for hours on a very low flame. It comes out delicious and soft.

In water? How do you simmer it?

With oil, sauteed onions, garlic, pepper, salt, and a few sliced peppers.
