I ordered skirts for my girls for Yom tov two weeks ago, it was supposed to be here but still wasn't delivered, I believe it's coming with USPS the place where I ordered from doesn't have a tracking number, I assume it won't be delivered tomorrow maybe Monday, is it permissible to let a child open the package?

Maybe ask a Rav? Maybe a non jew can open it. I doubt your child ....

From what I know, mail & packages are considered muktza but I might be wrong.
I think you should ask your rav.
Also a child is not your Shabbos [gentile].

I was taught it's considered nolad, and you can't use anything in it. But I don't know if that carries from one day or yom tov to the next. If you need what's in it, I'd ask.

I'm in the same situation. My daughter's Yom Tov shoes were supposed to arrive this past week but seems it'll arrive on Monday. We will ask someone tomorrow.

I learned that only faxes that come out of the machine on Shabbos are a Nolad.
A nolad is something that came into existence on Shabbos. The primary examples are snow that fell ON Shabbos (snow from before Shabbos is not a nolad) and faxes....
I don't believe that mail is a nolad....

I was told it is a problem unless it is a need for the day... Like food.
Not just a nolad issue as I understand it- other issues are that it may have come in from outside techum shabbos and you had a non Jew do melacha for you (the latter being of primary importance if it was a guaranteed delivery like Prime).
Nolad is because it wasn't "present" for you to use. It wasn't a possibility until it lands on your doorstep, like the eggs that haven't come from a chicken.
But always ask your LOR.

Unlike Shabbat, on Yom Tov you are aloud to open the mail that is needed for Yom Tov.
