Schools - vouchers, very cheap
Housing is super cheap
Jobs are very hard to find.
It's a great community.
ETA- not from Cleveland but have been there many times

Cleveland is a good place. Good cost of living, but things like meat are a bit more expensive. Not so many restaurant options, but the community is growing a bit. A lot of shuls right near each other (4 all right next to each other with a new kollel across the street... so everyone lives pretty close to each other since the shul 'nucleus' is so central.

It depends where you are coming from. To my family there are a lot of places to eat at and you don't need to go to a nursing home or Jcc. Or travel hours for pizza.

Yes, we were rather shocked the first time our Cleveland heights asked for our license plate number so that they could get permission for us to park outside their home on the street overnight.
