I have a really good friend that moved to eretz yisrael over a year ago. She has an Israeli cell phone but no American number.
I have not spoken to her since she moved ...

Is there an app or site that lets you call an Israeli number for free over the Internet? She doesn't have FaceTime or whatsapp so none of those are options .

My last resort is to go get a calling card but I'm sure in today's day and age there s a safe free way to do this?

Does she have internet at all? If not, there's no way to call for free. If you have skype you can buy skype minutes and call her phone that way.
Or a calling card.

If she has internet, then skype will be the best option. And you dont even need minutes to call her phone. Just call her on her computer.

I call from my regular house phone and I don't get charged extra. I don't know why. I have optimum. I call all the time. I also checked my bill to make sure.

if she has a phone that's capable of apps, whatsapp is great! if not, like others said, Skype

She can call you for free if you get an Israeli number. Check out misparchinam.com they give you a free Israeli number for your cell phone.

Most Israeli cell phone plans include unlimited international calls so this is probably unnecessary.

This might only be with data plans. If she has a kosher phone it probably doesn't include international calling.

That is a false statement. It only includes unlimited international calls if you add that into your plan.

If she has unlimited calls to the us, get a card and have her call you back. Make sure she's okay with this arrangement first.

Have you tried rebtel?
If you call her, and then she hands up and calls you back (you shouldn't hang up) it's free
