Why ever not?
They're pretty and useful.
I'd much prefer a diffuser, though. Potpourri carries too high a risk that they won't like the scent, while a diffuser can be used with the scent of your choice.

I'm an essential oil distributor and just had a customer buy a diffuser as a housewarming (actually, dorm-warming?) gift and thought that was just fabulous!

this rocks. not for op but it's a funny poem.

brings to mind "smelly cat" from FRIENDS.

or

"Hey, I want to make your house stink."

Either works.

Really not a good gift unless you specifically know the person wants it.
