Please help me here
dd 14 is always on the phone
it's making me crazy
if I want to make a call I have to kick her off.
she is always on the phone and I feel like her friends here everything I the house
it makes me crazy
I know it's wrong and she should be allowed to be on the phone (especially now it's vacation so it's literally all day) but it makes me crazy....

I don't understand. Why don't you just tell her she is limited to x phone calls a day, or x minutes of phone time a day? It's your house and your phone line.

The need for constant peer interaction is typical of adolescence. She needs this in a way that you don't. It doesn't mean that she is going to be a major yenta when she grows up.
You do have the right to insist on consideration. If you need the phone (and I'm surprised there are no cell phones here), she has to get off and call her friend back later. But if it's just background noise? Who cares? She's not hurting anyone with this behavior.
