Probably discard. Only because they smell so bad even when they're fresh, how would you possibly know if they spoiled?

There is nothing inherently wrong with an expired shiratake, the texture may not be perfect but they are not rotten or off.

They're always going to make the "use by" date earlier than it needs to be just to cover all the bases, and you're within a month of it, so the odds are in your favor. If you've stored them properly (I'm not familiar with this specifically because we don't eat soy - allergy - but I'm going to guess cool and dry?) then they should be fine.
