According to DH, who is much more learned that I am, it would have been a huge kiddush Hashem if she had made a point of not traveling after candle lighting.
BUT, considering the level of insane violence going on, and that we do not know the rabbi or the details of the shaila, we must judge her favorably.
This is coming from an FFB, very charedi guy, who tends to be on the machmir side. I agree with him on this.
