The back can be fixed but it may or may not be to your liking depending on how "seamless "you like your alterations.

Given that the sleeves and length are also iffy, I personally wouldn't bother with all the effort.

If you do an entire new back then yes. Pretty dress!

Personally I wouldn't spend so much on something that needs that much alterations. If it was a $30 dress and buying 2 of them would make it work iI would, but not $118.

Don't forget you'll have to pay for alterations too

If money is no object, go for it. I saw that dress but didn't think it would be worth the money required to save it. It really needs the fabric from a second dress to then redo the top. I think a shell would only look ok if you're hair is super long and basically keeping it covered.

I'm no seamstress, but I would guess someone could deconstruct the top at the princess and waist seams, then put in a new back. But by time you paid someone to do that, and bought 2 dresses, you'd be paying $300 for a $100 dress. It doesn't seem worthwhile.

Would a vest work?

sure - everything is always fixable ...

this is what I would do ... buy only one dress ... get a matching solid material of same fabric thickness/feel ... you can go light pink for the flair or stick with the darker ink/navy ... create the pattern shape by following the opening giving extra seam allowance plus zipper room ... replace existing zipper with longer zipper to accommodate & then it would be more within the realistic price of one expensive dress

Fill the back with lace the light pink. Put some under the sleeves too to pull it together.
But you will need a way to open the top while keeping the insert smooth.
