I doubt it. It's not a very good idea for a lot of reasons, but I doubt it's illegal unless we're talking about a child wandering around the neighborhood alone below whatever age the state considers acceptable.

A quick Google search led to this article which makes it seem like the answer is yes.

"There is already section of New York law that states it is a misdemeanor to "employ, use of exhibit any child under 16 in begging or soliciting alms." But the section is not enforced by the NYPD."
