Where can I get cheaper shells (grey and white) and tights for little girls in Lakewood? The shell stores are a fortune! I like Basic Colors but I haven't seen it open lately. Tx.

stockups is great for socks and headbands and bows - I think 4 pairs knee socks or fancy baby socks for $10. Don't know if she has tights. I don't have her number anymore - but she sometimes advertises.
Fashion Wholesalers also has inexpensive socks on the back wall.

JRP on 2nd street has a wall of knee socks for $1 a pair. One of their pairs exactly matched DD's new Shabbos outfit for Pesach.
Sox by the Box might also have some tights for good prices - depends what you are looking for.

the ideas people gave are great - I go to fashion wholesalers and JRP to save. Also try a basement store that has tights - rockbottom on carey street (off clifton). It's a dry goods store - very good prices.
