Is it normal for them to be low on air if the stroller is just sitting around for a few years?

Basically, we're thinking of getting a 2008 Double Urban second hand on Craigslist and the seller said it's in great condition except that the tires need air. She said there's nothing wrong with the tires - it's just that the stroller's been in storage for a while.
I just want to make sure I'm not getting scammed...

It's like bike tires. They'll get flat if you leave them unused for a while. If they are very flat, then the inner tubes are flat and may need to be replaced. But the tires too may be damaged. Check if they are in good condition or very cracked. Negotiate down if you will have to replace them.

I believe those are regular 12" tubes.

I know people changed the tires to better ones but it doesn't mean that you need to.

We love ours. We got it on Craigslist $40. We had to replace one tires inner tube. It's a great stroller. You're not being scammed.
We did it at a bicycle shop.

It probably needs a new inner tube. Should cost about $10 at a bike shop. I had to replace those a few times over the years on my mountain buggies.

No! Unless it's really in mint condition. But it's likely you can get something better/ newer for that price or less.

Also mountain buggy tires are notoriously iffy, so you may end up spending much more replacing tires and/or tubes.

I have a mountain buggy and I live in Brooklyn and use it all the time. I replaced the air tires with rubber ones and it was a worthwhile investment. There is no tire maintenance anymore.
