12 hours is not even a question. Dump it.
Official guidelines are that raw chicken can't stay at room temperature for more than 2 hours. By 3-4 hours it's potentially full of bacteria and toxins. Sometimes 4-6 hours can be ok if the chicken started out frozen.

I agree toss it. a little off topic, but what is the safest way to thaw meat? I find that keeping it in the fridge doesn't defrost it fast enough (even when I put it in the night before..)

If it makes you feel better, I just threw out $47 worth of poultry this morning because I accidentally stored it in an unplugged refrigerator.

I take my shabbos chickens from the freezer and put in the fridge on wednesday night.
I think you can also safely defrost in cold water - google it.
I also microwave defrost if short on time but it needs to be cooked straight away.
