Gorgeous top! If that top is too revealing for you, I assume you'd also have an issue with the sheer sleeves and the sheerness of the top part from the tank top on up. You may as well just get a black kiki riki or something similar, to take care of all of it.
(You can also try a nude one, in theory, but ppl may just think that you didn't cover there, which I imagine is not the look you're going for.)

I was definitely going to wear it with a shell, but I want the look of a top that reaches the collarbone, and I was thinking of filling it in with same color tulle or flowers. But top is already busy so Im debating the extra tulle or flowers.

you just need to sew the neckline slightly more in at the sides. that should take care of the issue.

I would take it in with two natches on top, and put in a zipper to get in.

From my knowledge of sewing, because it needs more than tiny seams to make it reach the collarbone, taking it in will make shoulder seams end up in the wrong place, way too high and close to shoulder.

Yes this is true. It will loose it's shape.

Can I ask where you bought it? I love it.
Btw when you wear it with the same shell nonone will notice especiay if you wear a sheitel but even if you dont it will look great

Personally, I'd cut out the tank top if it's attached and just wear it with a regular shell. That gives me the option of occasionally using a contrasting color for the shell.
