Similar to Headstart, but both parents need to be working and price ranges based on income but is as low as free.

It's income eligable so even if both parents are working but making "too much" the child won't be accepted.

Could be I'm wrong, but I'm pretty sure that all can be accepted, but if you're earning too much, the tuition will be very expensive.

Not really. They refused. And I had an "in". 
But we ended up at a better program for our dd so all's well that ends well bh.
