I don't get your question.
Mine is plugged in all the time. I listen to it at night.
Do you mean one you can carry around?

Many hold that they can't be used, because when you're in the baby's room and make noise, you're causing the receiver to be activated.

What kind of baby monitor do you mean? The BabySense - the one that rings if the baby stops breathing? In Israel at least, you can get an extra device to connect it to, from Machon Tzomet, so that when you switch it on and off, it's activated by "gramma", and is therefore only an isusr miderabanan. When you press the switch, it comes on about 10 seconds later - pressing the switch does not directly turn it on, it's a chain of switches inside.
I'm not sure it can be used in all situations. With most of our kids we just didn't use the monitor on Shabbat.
With my 2nd DS who had lung issues, we bought this device so that we could use the Baby-sense machine on Shabbat too.

I had a child with asthma and got permission to use it on shabbos
but I needed to be able to hear if the child was suddenly coughing
