what are the qualifications for a book to be published under artscroll versus shaar press?

Artscroll has two publishing companies Mesorah and Shaar Press. Mesorah is non-profit. Shaar Press is for profit. Mesorah primarily prints works of Torah, haskafa and inspiration. Shaar Press primarily prints novels and haskafah that is more debatable.
