Do you mean a filter?
From what I hear, there are bodies of water. Ask your Rav what the criteria are. Those may be more convenient than a Mikva. Keilim don't need privacy.
Growing up, we never used the Mikva, we used the lake or a river.

yes we use our water cooler on shabbos as long as the water doesn't come out by pressing an electric button or so
