She came to me the other day to show me that one nipple was slightly puffy and hard underneath it. I assume that she is starting develop...would that be a normal assumption? And is it normal to start only on one side like that?

It's totally normal to develop one side slightly sooner than the other. Does she have any little hairs sprouting up in new places?
I wouldn't freak out, just talk to her pediatrician at her next checkup.
