Windows media player seems to say it needs some add-on to play an mp4 file, but that some are risky. Do you know what to safely download?

There are safe ways to download codec packs for windows media player. CNET used to have a link for it, don't know if it's still there
I personally like VLC
https://www.videolan.org/vlc/
I have it on my windows desktop and android device.
