We went to Washington DC for July 4 weekend this summer. I would definitely recommend Spy Museum for teenage boys. It's great but not free. Another attraction that would be great especially for your little one is National Zoo. It's free and the best zoo we've been to!
We applied for WH tour but were denied due to high volume. Sea Air and Space museum on the national Mall would also appeal to boys. Good luck!
