NO!
Many Sefardim do NOT follow this psak, or rav Ovadia at ALL. I have many Sefardic friends who cannot use this except for either fleish or milch. And I have Ashkenazic friend who can. Please ask your own rav.

There's some kind of coating.I guess it's vinyl of some sort. Every dishwasher that I've had has had the same type of racks. What other kind of racks are there?

The real issue with the dishwasher being used for meat and dairy is that the water that accumulates in the bottom after the cycle is done ,sometimes gets recycled ,so therefore you have water that has some dairy content in it and then it gets washed around the meat stuff or vice versa

I don't use a dishwasher. I use a sink. meat and dairy seperate.
