Just skimmed through article so I may not know all the details...
FTR I just signed my kids up for CHIP -no problem- effective the beginning of December.
If there would've been any cuts in funding, wouldn't I have had a harder time?
I would imagine something similar to a waiting list like other programs.

They're talking about proposed cuts, not past ones. So no, there would not have been any effect on your current enrollment.
No comment on the rest, though.
