I saw a brand of chocolate chips made by Victoria dwek, or maybe leah shapira?
it is supposed to be top knotch, good quality chocolate chips.
the bag it self is black
does anyone know the name of the chocolate chips

It is Estee Kafra and Calebaut if its the ones I am thinking of. I like the extra dark very much but for the semi sweet I stick to the California Gourmet which is a little cheaper at my local store. I did not taste a huge difference between the two brands.

I've never seen these black-packaged chocolate chips in the stores before, but my compliments to their marketers. Beautiful packaging.

The Pascha brand is from Peru and has a Peruvian hechscher. My husband showed Rabbi Goldberg of Star-K a bar of this chocolate and he said it's fine. The bar I have here says it's pareve. I have not seen the chips but they are probably pareve too.

I just tasted the Pascha chips last week and they were not good at all.
I like these California Gourmet chocolate chips a lot and they melt really well too if you like to dip nuts or marshmallows and make chocolate bark. Nut-free. They are on sale 2/$5 in chicago:
