Minchas Shlomo has two services
One you can ship boxes of used clothing to needy people through their Gemach.I think its connected to had Eliezer
Once they have a lift going, they also also allow people to send clothing to friends or relatives or yourself cheaply

Correct, as long as the clothing is USED. They will not allow you to ship any new items.

There's an organization called Yad Leah that sends clothes to Israel. Drop offs in Passaic, I believe.
