What is the can made out of? Is it plastic? At any rate, spray it with cleanser and let it soak for a while, filled with very hot water. Then repeat. Then spray with Lysol and let it air out. That may help.
If it's plastic, after a while they sometimes absorb odors and need to be replaced. Not often, but once in a while.

I clean it out often and lay downy (bounce) sheets between the garbage can and bag.

DEF Lysol it, and you can get bags that smell nice, too.
