a coat of paint (inside) does wonders to a house and is relatively inexpensive.
get rid of all your clutter.
read "design with what you have"
it teaches you the basics of design, without spending money.
just by rearranging what you already have into shapes more pleasing and comforting to the eye.

Highlight what you have. Take your most beautiful or interesting piece (could be a table, a vase, bookshelf, whatever) and make it the focal point of the room. You can do this by adding light about it, or moving it to a central point. Also, get cheap accent pieces, like throw pillows.
We spent money on our couches, and then went cheap on everything else. We got throw pillows to coordinate with the couch, a runner for the table (both from TJ Max I think, and very inexpensive), and fabric to reupholster chairs (you can get cheap fabric at expensive fabric stores, because they have the "ends of the rolls" on sale.) The table is borrowed, and the chairs were second hand (God bless Craigslist!)
It looks interior decorated because it all matches, but none of those "extra touches" we expensive at all!
Best of luck!
