I'm not judging anyone's individual circumstances, but I for one would never use the money received by son for his bar mitzvah to cover the cost of the affair or an item required for it or school (such as the tefillin or school required seforim etc). My husband was given a total of $50 from his bar mitzvah money, and that only because he begged his parents for it. I don't think the bar mitzvah cost even close to what they pocketed in gifts. Their attitude was they needed the money, period! (anon to protect my husband's privacy - he would be humilitated if anyone who knows me knew this)
