I'm not sure about the pops but you should be able to get ice cream at J2.

I think Milk and Honey is on W46 between 5th and 6th Avenues, which is about 1 block from the Diamond District on W47

Milk and Honey is like a glorified pizza shop, so you should probably be able to buy ice cream there.
