To respond to the poster way back when who asked me about a mousse a friend of mine uses to tame her eyebrows...I haven't found out, but here are some alternatives:
Mustache wax, available in some pharmacies. Rub your finger across the surface of the wax and then run it along each brow. Use the teeniest smidge; it should not even be visible on your finger if it's the colorless kind.
A strong solution of sugar in water. Dip your finger in the solution, run it along the brow, smoothing the hairs in place. Will be somewhat stiff when dry. Don't use outdoors where it will attract bugs, best indoors in winter.
Make your own eyebrow wax by melting together in a small container 2 teaspoons grated beeswax (available in natural-foods stores) and 1 teaspoon castor oil (from a pharmacy). Stir and transfer to a small container like an empty lipgloss pot or one of those tiny tins that mints come in. Makes 1/2 oz. Use the same way as mustache wax. If you can't find castor oil, any other oil like mineral or olive oil will do.
