is a husband allowed to forbid his wife from drinking alcoholic beverages? I was at a very "old country" sefardic family for a meal once and the husband insisted that this is halacha.
is it just a cultural thing or is this really brought down somewhere?

I remember hearing just the opposite- that she is only allowed to drink in the presence of her father or husband. I think that's to prevent her from doing anything immoral in her drunkeness. Some people are quite makpid, not even drinking a little when df or dh aren't around.
I have no idea where (or if) the source for this is.
