Do you think there is a difference in getting a degree in Art and Liberal Art for job / salary?
I am a graphics major and I can graduate now with a BA in Liberal Arts or I can spend about $4,000 more and get a B.A. in ART
Which would you do and why?

Hard to answer without more information, but if you want to get a job showcasing your art skills, how could anyone not be more impressed with an Art degree?

Your portfolio will be much more important than the exact degree you have.

Firstly, I agree with the portfolio comment.
As for the degree, from a completely uninformed standpoint, I know people who have their BAs in Liberal Arts and have no Art background whatsoever. L.A. degrees, I believe, are just a general sort of degree that can be just as connected to literature as they are to graphic design. An art degree says you've studied techniques, art history, etc. I think the question is - is it worth $4000 to have that on your resume, or is your portfolio enough?
