Neat, that's the first video I've ever seen of her.
Is that a shpitzel? (Not sure about the spelling.) Or is it just a regular sheitel but looks different due to low-res?

Its definitely not a shpitzel.

I just have to add...
Every time that website comes up, I just wonder how it can possibly be healthy to spend your life finding bad in a society.
I'm not naive, and in fact, I'm very cynical of a lot of things, particularly in frum society but that site disturbs me. (This is aside from the comments section being a cesspool. But where are they not I guess? What is it about comments sections on blogs/news sites that attract the lowest common denominator?)

It looks seriously bleached and stiff, though.
I also thought the Rebbe said no hats on top of sheitels.

To me, from front to back, it looks like hair, sheitl, snood. But I could be wrong.

The Rebbe wanted women to wear a full shaitel (not a fall & hat). He also instructed women to avoid hats on sheitels as they would appear to be not fully covering. Anyone who had reasons for a double covering based on their minhag were told to continue in that vein*. I believe that is why the Rebbetzin wore the shaitel/hat or sheitel/snood.
BTW, I watched to above video (a pirated copy) while in high school. I remember commenting (in shock!) that the Rebbetzin did not appear to be wearing a shaitel. Two of my classmates, whose families were quite close to the Rebbetzin, said they'd seen it in real life and it is indeed a shaitel.
*In general, the Rebbe greatly encouraged people who had particular types of levush (clothing minhag) before joining Lubavitch to continue wearing them. There are a handful of Chabad women I know (maybe more in Israel), formerly sephardi or chasseedish who do the tichel thing.
