We haven't had hot water for almost the entire week already. For the children to have baths, we had to heat up our urn a few times and pour it inside... and we can only take freezing cold showers etc. DH told the landlords 3 times already and he said he's calling the plumber who came once in middle of the week and it worked for a bit but went back to only cold water today and trying to get hold of the plumber again...
My question is- what is a landlord's responsibility in regards to hot water? Is this ok... that he's trying to get hold of someone who is trying to fix it? Or should we expect more?

call a plumber first thing tomorrow morning, and notify the landlord that you will be deducting the plumber's fee from your rent.

You can and should definitely expect more. It is not acceptable to be without hot water for that long.

basically im having no hot water for the past two weeks. every time we complain they send their worker to "fix it" it works five minutes then gets shut off. we had no gas a few days and they yell when we complain that cant live like this. they ignore and promise.. butthey are dojng construction (illegal) and who knows what else problems we might have. question is if we shoukd pay rent ? if yes how much to deduct?

You really need to check what the laws are in your state and city. In some places you cannot withhold rent but must escrow it in a bank account.

Do you live in NY? If yes he must supply hot water and fix it in a timely manner. Call him and say your filing a violation with the DOB.

The legal answer is yes you need to pay the full rent. Often in NYC people take it off but you need to hold it in escro and be actively working with them as to how much to take off. It's hard just naming a number

If by NY you mean New York City, see here about how to file a complaint about hot water or heating problems.

If you live in some other part of the state, check your own city/county's website.
