At what age is it appropriate for children to cut their own nails?
At what age is it no longer a safety issue?

When they demonstrate good fine motor coordination? Also it will probably be easier for them to start with a clipper than a scissors, you don't need AS much coordination because you can first line up the blade risk free and only then make one quick clipping motion, instead of having to control the whole thing while moving like a scissors.
