Unfortunately no,
the yearly fee is $15
and there is a weekly rental per book of $1.50
the great thing though is that they get in all the new books.
You can also buy used books there for real cheap

Ahi Ezer on Ave. R and E 7th. $18 membership. You can take up to 10 books at a time for 2 weeks. They get all the new books but you need to wait for them

I heard the Midwood branch of the BPL has Jewish kids' books. No idea what level of Jewish quality. There was a small item in the news recently about them getting significant funding to add to the collection.
