So the main difference between this and a regular suction is that this pulls the baby out from the chin? If so then what is the purpose of the suction part to this?

That's amazing! Iy"H that invention will save lives and reduce the number of Cesarian births.
Kiwi, the difference is it doesn't hurt the baby because the pulling force is spread over a much larger area and it's not really suction at all. It appears that the suction cup is just cushioning the baby's head while the plastic bag is put into position.

Suctioning hurts the baby? I didn't know that
Also I would imagine this would help prevent episiotomies?
