Cold apartment!!!

My apartment has tile floors (and is basement level) and even when its 74 degrees it often feels cold.
How do I get the chill out?

Get some area rugs.

Maybe a plug in heater? I have one that's not hot when you touch it, pretty child safe. I don't keep it on when the kids are up, just in case though but at night when the kids are asleep it warms up the area near the bed
