There have been threads on here lately about how TS doesnt even pick up the phone because they can't take any new cases on. Your friend wants new countertops so she thinks that she might qualify? Tomchai Shabbos is for people who have literally nothing. Not to enable the purchase of new countertops

How about to pay tuitions?

OP is the norm where I live. If something is available then they look to see how to get it.

Neighborhood fund pays your electric bill once a year if there is a turn off notice. OK I won't pay my bill for a couple of months so I qualify.

Please tell me this is an exaggeration and not reality.

The ones that cost $10 each?

I am still curious about the financial situation. Every month. After she lays for food, rent, utilities, gas, insurance and NEEDS she has a couple hundred left over for "extras" car repairs, clothing, wedding gifts etc?

She could use that money and make a NICER shabbos you are saying?

If that's the case then she is better off than 90% of people I know! She makes her bills!!!!

She would be abusing Tomchei Shabbos if she applied, imho.

It's not there as an insurance policy. It's there for people who really really need it, and wouldn't buy food if TS didn't bring it.

So she buys food for the rest of the week but NOT for shabbos? We spend $800/month total on food and that's buying more expensive foods for my allergy kids. Shabbos is 1/7 of my food budget maybe closer to 1/5 because we get a little fancier foods for shabbos NOWHERE near half.

A chicken : $7.50
A challah and bag of challah roles $8
Soup veggies $5.50 (not needed every week can freeze half and make every other week)
Potatoes $3.50
Salad veggies $5
Rice $2
Grape juice $3

That will get you a potato kugal, soup, chicken from the soup, salad and challah for Friday night

Shabbos day
Chulkant beans $3 (and you don't buy this every week
Barley $2 (again not needed every week)
Potatoes you already bought
Salad you bought
Meat for the chullant $7
Box of cake mix $3

Total 49.50

And that's with many filling dishes. How is making shabbos under 100 hard?

There was a point in our marriage where my dh had lost his job. Bh we had a tiny amount of savings (highlight TINY) . Dh had asked his rav about getting into tomchei shabbos just temporarily ( he was concerned about losing everything)
Our rav told us as tempting as it sounds to use TS it would be abusing the system . Bh were back on our feet but it made me realize that the people who benefit from TS really have nothing.

I am still confused. Is the $300-$400 supposed to cover all monthly food costs for an entire family and any extra unexpected costs like corrugated plastic for counter coverings, clothing and the like?

Or are the monthly food costs already calculated into the other bills, leaving a $300-$400 surplus that is supposed to cover nicer shabbos food extras and other unexpected extras?

It makes a huge difference.

Bills to my knowledge are electicity, rent, phone service, insurance, tuition.. Doesnt count anything else that has to be purchased on monthly basis.
