It has definitely been discussed before, as you can see if you search. The tri-state area is pretty big - could you narrow it down to a city (or borough), how much you want to spend, what's the occasion, and fleshig or milchig?

In that case, we really like Mike's Bistro on the UWS for all-around balance of food, service, and ambience. In Brooklyn, try Pardes for brilliant and original food, or T Fusion for all-around balance. For off-the-charts ambience, try Reserve Cut near Wall Street. These places are all quite expensive; for the best bang for your buck, try Le Marais. I also like Abigail's for spread-out tables, quiet atmosphere, and a diverse menu.

Va Bene is the nicest milchig restaurant in the city, but it's on the UES. In midtown you have Cafe K, and on the UWS is Noidue. It's hard to make enough money to pay Manhattan rents serving milchigs, so there's not too many choices.

For midtown milchigs upscale, don't leave out Tiberias! Def. nice enough for a business lunch, and the pasta and sushi are sooo yummy!

Kolbeh is amazing Persian food, not super pricey, and worth every penny. I also ate at My Most Favorite Food recently, and despite the negative reviews on Yelp, I thought it was delicious - pricey, but it's Manhattan.
