Thanks for the helpful input. It really helps to think it through. Negotiations are not final, place and date is not finalized yet so this is the time to figure it out. It's a process and she has already mentioned they also are working within a budget, place would impact guest list, etc. Could be that the other side is already planning to limit their guest list and she doesn't need it to be exactly 50/50 #'s but having done some "standard" chassunahs already she knows that if there is not something in place, incentive to limit or understanding that then they pay for their guests above the "standard" then it can get delicate to keep telling people to cut etc. and she wants to keep the relationship as peaceful, positive, and productive as possible.
