AFAIK, no. That is, they don't need to be certified as Kosher; they are naturally Kosher.
This does not apply to microwave popcorn, to which they can have added all sorts of junk. I'm talking about the kernels that you find in a farmer's market or in the bins at Whole Foods.

Of course they need to be kosher if you're planning on eating them!
But they don't need a HECHSHER, because unless you have added something to the raw kernels, they are as kosher as raw corn on the cob.

No, but they need to be checked VERY carefully. Some brands are worse than others. Check them the way you would rice or beans, and look for brown spots. If you soak a bad one and cut it open, you can often see a tiny larva in there.
