Sensory or him being picky?

My 7yo ds was evaluated by the board of Ed (full eval including ot) and only qualified for p3, not Ot. I didn't think he needed it. Now I'm realizing that what I thought was him being picky may in fact be a senory thing? He is very particular about his foods not touching to the point of usually taking a second small plate for the second food. He is also crazy about germs, like wont eat off spoon or use cup from sibling. Oh and inshould add that he is very touchy/huggy with dh and me and was daignosed with adhd. Thoughts? Thanks!
