my daughter is 4 yrs old and shes toilet trained for almost 2 years, its the first summer were away and now is the third time she made an accident cuz she forgets to come home to use the toilet, so today I told her that tomorrow she cant go out to play with the kids after daycamp, am I too harsh?

Yes. Too harsh.

She's still little. She didn't WANT to have an accident. Review the "rules" with her - if you feel that urge to go, you can go either at home or at a friend's house.

I've had accidents at an older age, and trust me - the accident itself was all the "punishment" I needed to teach me to be more careful.

Try "you can't go out to play with the kids after daycamp, until you use the bathroom"

Almost. OP and her dd are on the same side. Try, "Let's make sure you go to the bathroom before you go out to play, and I'll remind you again once or twice while you are out." OP, make sure she plays close to home so you can call her in discreetly at regular intervals (but don't overdo it).

I was just saying that instead of saying you can't go outside to play, use the bathroom first.
Sorry if it didn't come out that way.

And yes I agree on the reminders 100%
